The
provisions of the people's Republic of China on the Registration of
overseas production Enterprises of imported Food (order No. 248 of the
General Administration of Customs) and the measures of the people's
Republic of China on the Administration of Import and Export Food Safety
(order No. 249 of the General Administration of Customs) will come into
effect on January 1, 2022, the measures for Supervision and
Administration of Inspection and Quarantine of Import and Export Dairy
products shall be abolished at the same time, and the following relevant
requirements for inspection and quarantine of imported dairy products
shall remain in force and are hereby announced as follows:

1.
Imported dairy products shall be accompanied by a health certificate
issued by the competent government department of the exporting country
or region. The certificate shall be signed
by the competent government department of the exporting country or
region and its authorized person, and the destination shall be marked as
the people's Republic of China. Samples of health certificates shall be confirmed by the General Administration of Customs.

Second,
imported raw milk, raw dairy products, pasteurized milk and prepared
milk produced and processed by pasteurization process need to go through
the formalities of entry quarantine examination and approval.

3.
Overseas production enterprises shall be familiar with and ensure that
the dairy products they export to China comply with China's national
food safety standards and relevant requirements.

(1)
for dairy products imported for the first time, a test report on the
items listed in the corresponding national standards for food safety
shall be provided. The term "first import"
refers to the first import of dairy products with the same information
as overseas production enterprises, product names, formulations,
overseas exporters and domestic importers from the same port.

(2)
for dairy products that are not imported for the first time, a copy of
the first import inspection report and the inspection report of the
items required by the General Administration of Customs shall be
provided. The items of non-first import
inspection report shall be determined by the General Administration of
Customs according to the risk monitoring of dairy products and published
on the website of the General Administration of Customs (inquired in
the "Information Service-Inspection and Quarantine requirements" section
of the website of the Food Bureau of the General Administration of
Customs http://jckspj.customs.gov.cn).

(3) the inspection report shall correspond to the production date or batch number of imported dairy products.

(4)
to implement the system of notification and commitment of certification
for the inspection reports of imported dairy products.

the testing institutions that issue testing reports for imported dairy
products may be overseas official laboratories, third-party testing
institutions or enterprise laboratories, or they can also be testing
institutions that have obtained the qualification of food inspection
institutions in China.

The dairy products referred to in this announcement include colostrum, raw milk and dairy products. Colostrum refers to milk within 7 days after calving. Raw
milk refers to the normal milk extruded from the breasts of healthy
dairy animals that meet the relevant requirements of China without any
change in composition. Colostrum of dairy
animals, milk during the application of antibiotics and withdrawal
period, and deteriorated milk shall not be used as raw milk. Raw
dairy products refer to the products processed from raw milk without
heat treatment and sterilization in the processing process. Dairy
products refer to foods processed from milk as the main raw materials,
such as pasteurized milk, pasteurized milk, prepared milk, fermented
milk, cheese and processed cheese, dilute cream, cream, anhydrous cream,
condensed milk, milk powder, whey powder and whey protein powder,
milk-based infant formula food and its raw materials, casein and other
milk and dairy products (such as milk mineral salt and milk protein,
etc.).

This announcement shall enter into force as of January 1, 2022. Notice
on the implementation of the relevant requirements of the measures for
the Supervision and Administration of Inspection and Quarantine of Dairy
products for Import and Export on April 15, 2013 (notice No. 53 of 2013
of the former AQSIQ), and the notice of January 8, 2015 on the
adjustment of the measures for the Supervision and Administration of
Inspection and Quarantine of Dairy products for Import and Export
(notice No. 3 of 2015) shall be repealed at the same time.
